For the last 40 years, the Freedom in the World report has been published by a Washington, D.C.-based political science think tank that specializes in analyzing political freedom around the world. The ratings focus on civil liberties, freedom of the press, rule of law and political rights. The links to the main report may be found here and here. There are probably several ways that one might interpret these ratings. "Democracy" certainly has not always produced the best results or most effective conditions for living in a free society. The Draconian rule of the USA or the interventionism and socialism of Australia and Europe can testify to that fact. So does violation of property rights through abortion or things like drug confiscation in most of the countries listed above. But it is interesting that most of the places that expats consider going (with the notable exception of Panama) all boast top ratings in every category of this study.
